The President of the Republic, Luiz Inácio Lula da Silva, is expected to sign, in August, the decree that creates the National Food Security Plan.
“The decree will define the roles of the three entities of the federation in managing the programs, it will establish the National Food Security Plan that will contain sets of goals and actions for the various ministries and point out ways of financing the programs”, stated Crispim Moreira, National Secretary of Food and Nutritional Security of the Ministry of Social Development and Combating Hunger, during the 1st Colloquium on food and nutritional security in Brazil and Latin America.
According to Renato Maluf, president of the National Food Security Council (CONSEA), Brazil still lacks a policy in this area, highlighting the importance of working on food and nutritional security alongside food sovereignty.
On February 5, 2010, the Official Gazette of the Union had already promulgated constitutional amendment 64, which includes food among the social rights set out in article 6 of the Federal Constitution. The national campaign for the inclusion of food in the Constitution was led by CONSEA and had the participation of civil entities, social movements, public and private bodies, non-governmental organizations, artists and citizens from across the country.
